| 'यह काव्य प्रारम्भ से ही गाया जाना चाहिए। तुम लोगों को ऐसा आचरण नहीं करना चाहिए जिससे राजा का अपमान हो; क्योंकि धर्म की दृष्टि से राजा ही समस्त प्राणियों का पिता है। 15॥ |
