यद् वा पुरेष्वयुक्तानि जना जनपदेषु च।
कुर्वते न च रक्षास्ति तदा कालकृतं भयम्॥ १७॥ |

| ‘अथवा जब नगरों और जनपदों में रहने वाले लोग गलत कर्म करते हैं और उनकी रक्षा का कोई प्रबंध नहीं होता, तथा उन्हें गलत कर्म करने से रोकने का कोई उपाय नहीं किया जाता, तब देश के लोगों में अकाल मृत्यु का भय उत्पन्न हो जाता है।॥17॥ |
