राजदोषैर्विपद्यन्ते प्रजा ह्यविधिपालिता:।
असद्वृत्ते हि नृपतावकाले म्रियते जन:॥ १६॥ |

| ‘जब राजा के दोष से प्रजा का ठीक से पालन नहीं होता, तभी प्रजा को ऐसी विपत्तियों का सामना करना पड़ता है। राजा के दुष्ट होने पर ही प्रजा अकाल मृत्यु को प्राप्त होती है।॥16॥ |
