जो राजा चंचल है, केवल मधुर वचन सुनकर ही संतुष्ट हो जाता है और बिना विचारे ही किसी कार्य में तत्पर हो जाता है, उसके शत्रु इस दोष (दुर्बलता) को उसी प्रकार पहचान लेते हैं, जैसे पक्षी क्रौंच पर्वत के छिद्र को पहचान लेते हैं। (जैसे पक्षी क्रौंच पर्वत के छिद्र से होकर पर्वत को पार कर जाते हैं, उसी प्रकार शत्रु भी राजा के दोष या दुर्बलता का लाभ उठाते हैं।)॥19॥
‘The king who is fickle, gets satisfied only by hearing pleasant words and suddenly rushes towards any task without thinking, his enemies spot this loophole (weakness) just like birds spot the hole in the Krauncha mountain. (Just like birds cross the mountain through the hole in the Krauncha mountain, similarly the enemies also take advantage of the king's loophole or weakness.)॥19॥
