हीयमानेन कर्तव्यो राज्ञा संधि: समेन च।
न शत्रुमवमन्येत ज्यायान् कुर्वीत विग्रहम्॥ ९॥ |

| जिस राजा की शक्ति क्षीण हो रही हो अथवा जो शत्रु के समान बल रखता हो, उसे शत्रु के साथ संधि कर लेनी चाहिए। अपने से अधिक बलवान अथवा समान बल वाले शत्रु का कभी अपमान नहीं करना चाहिए। यदि वह स्वयं बल में श्रेष्ठ हो, तभी शत्रु के विरुद्ध युद्ध करना चाहिए।॥9॥ |
