| यह तो संभव है कि दावानल से स्पर्श होने पर भी वन के वृक्ष खड़े रहें; परंतु राजदण्ड के पात्र अपराधी जीवित नहीं रह सकते, वे सर्वथा नष्ट हो जाते हैं॥12॥ |
