| ‘क्या शत्रुओं को पीड़ा देने वाले श्री राम अपने मित्रों के प्रति मैत्रीभाव से केवल साम (शांति और दान) इन दो उपायों को ही अपनाते हैं? और क्या वे अपने शत्रुओं को परास्त करने की इच्छा से केवल दान, भेद और दण्ड इन तीन उपायों को ही अपनाते हैं?॥ 17॥ |
