राजा के अभाव में राज्य में कोई भी व्यक्ति अपनी कोई संपत्ति नहीं रख सकता। जैसे मछलियाँ एक-दूसरे को खाती हैं, वैसे ही अराजक देश में लोग सदैव एक-दूसरे को खाते, लूटते और लूटते रहते हैं।॥31॥
