'राजाविहीन राज्य में धनवान लोग सुरक्षित नहीं रह सकते और कृषि तथा गोरक्षा से जीविका चलाने वाले वैश्य भी द्वार खोलकर नहीं सो सकते।॥18॥
'In a kingdom without a king, the rich cannot remain safe and even the Vaishyas, who make their living from agriculture and cow protection, cannot sleep with the door open.॥ 18॥
