सत्संग्रहानुग्रहणे स्थानविन्निग्रहस्य च।

| उसे सत्पुरुषों के संग्रह और पालन-पोषण तथा दुष्टों को वश में करने के अवसरों का यथार्थ ज्ञान था। वह धनोपार्जन के साधनों को जानता था (अर्थात् जैसे मधुमक्खियाँ फूलों को नष्ट नहीं करतीं, अपितु उनका रस पी लेती हैं, वैसे ही वह प्रजा को बिना कष्ट पहुँचाए उनसे उचित धन कमाने में कुशल था) और शास्त्रों में वर्णित व्यय-विधि का भी उसे यथार्थ ज्ञान था॥26॥ |
