भेतव्यं हि सदा राज्ञ: प्रजानामधिपा हि ते।
वारयन्ति विकर्मस्थं नृपा मृगमिवेषुभि:॥ २७॥

इसलिए राजाओं से सदैव डरना चाहिए क्योंकि वे प्रजा के स्वामी हैं। राजा धर्म के विरुद्ध कार्य करने वालों को दण्ड देते हैं और उन्हें पाप करने से उसी प्रकार रोकते हैं जैसे वे हिंसक पशुओं को बाणों से हिंसा करने से रोकते हैं।
Therefore, one should always fear kings because they are the masters of the people. Kings punish those who do things contrary to Dharma and stop them from committing sins in the same way as they stop violent animals from committing violence with arrows.
