जैसे मनुष्य बड़े परिश्रम से बछड़ों को बोझा ढोने के लिए प्रशिक्षित करता है और धीरे-धीरे उन पर अधिकाधिक बोझ डालता है, वैसे ही प्रजा पर कर का बोझ पहले कम रखना चाहिए और फिर धीरे-धीरे उसे बढ़ाना चाहिए ॥8॥
Just as a man who trains calves to carry loads with great effort and gradually puts more and more load on them, similarly, the burden of taxes on the people should be kept low at first and then it should be increased gradually. ॥ 8॥
