ग्रामीयान् ग्रामदोषांश्च ग्रामिक: प्रतिभावयेत्।
तान् ब्रूयाद् दशपायासौ स तु विंशतिपाय वै॥ ४॥
सोऽपि विंशत्यधिपतिर्वृत्तं जानपदे जने।
ग्रामाणां शतपालाय सर्वमेव निवेदयेत्॥ ५॥ |

| ग्राम-प्रधान का कर्तव्य है कि वह वहाँ रहकर ग्रामवासियों के कार्यों तथा ग्राम में होने वाले समस्त अपराधों का पता लगाए और उनका पूरा विवरण दस ग्रामों के प्रधान को भेजे। इसी प्रकार दस ग्रामों का प्रधान बीस ग्रामों के प्रधान को और बीस ग्रामों का प्रधान सौ ग्रामों के प्रधान को अपने अधीन जनपद के लोगों की सूचना दे। (तत्पश्चात सौ ग्रामों का प्रधान अपने अधीन क्षेत्रों की सूचना हजार ग्रामों के प्रधान को भेजे। इसके पश्चात् हजार ग्रामों का प्रधान स्वयं राजा के पास जाए और उसे प्राप्त हुआ सारा विवरण उसके समक्ष प्रस्तुत करे।)॥4-5॥ |

| It is the duty of the village head to stay there and find out about the affairs of the villagers and all the crimes that happen in the village and send their full details to the head of ten villages. Similarly, the head of ten villages should inform the head of twenty villages and the head of twenty villages should inform the head of hundred villages about the people of the district under his control. (Then the head of hundred villages should send information about the areas under his control to the head of thousand villages. After this, the head of thousand villages should himself go to the king and present all the details received by him to him.)॥ 4-5॥ |
