जो राजा समय की क्रियाविधि को समझता है, उसे भी इसी प्रकार मधुर स्नेह और अनुनय-विनय से प्रजा को समझाना चाहिए तथा उपयुक्त साधनों का सहारा लेकर अपनी सेना या सेवकों को प्रजा के घरों में धन संग्रह करने के लिए भेजना चाहिए।
