| यदि युद्ध तय हो तो मवेशियों के झुंड को जंगलों से हटाकर सड़कों पर लाया जाना चाहिए, छोटे गांवों को ध्वस्त कर दिया जाना चाहिए और उन सभी को शाखा शहरों में मिला दिया जाना चाहिए। |
