मृदुर्हि राजा सततं लङ्घॺो भवति सर्वश:।
तीक्ष्णाच्चोद्विजते लोकस्तस्मादुभयमाश्रय॥ २१॥
अनुवाद
जो राजा सब प्रकार से मृदुल रहता है, उसकी आज्ञा का लोग उल्लंघन करते हैं, और यदि वह कठोरता से भी व्यवहार करे, तो सब लोग क्षुब्ध हो जाते हैं। अतः तुम्हें आवश्यकतानुसार कठोरता और मृदुलता दोनों को अपनाना चाहिए ॥21॥
People disobey the orders of a king who is always gentle in every respect, and even if he behaves harshly, everyone becomes agitated. Therefore, you should adopt both harshness and gentleness as per the need. ॥ 21॥
