जो राजा पाप की प्रवृत्ति को रोकना चाहता है, उसे पहले अपने मन को वश में करना चाहिए। फिर यदि उसके अपने सम्बन्धी भी कोई अपराध करें, तो उसे उन्हें कठोर दंड देना चाहिए ॥29॥
A king who wants to stop the tendency of sin must first control his own mind. Then, if his own relatives commit a crime, he must punish them severely. ॥ 29॥
