द्युमत्सेन उवाच
यत्र यत्रैव शक्येरन् संयन्तुं समये प्रजा:।
स तावान् प्रोच्यते धर्मो यावन्न प्रतिलङ्घॺते॥ १७॥ |

| द्युमत्सेन ने कहा, "बेटा! जहाँ कहीं भी प्रजा को वश में करके धर्म की सीमा में रखा जा सके, वहाँ ऐसा करना धर्म माना जाता है। जहाँ तक धर्म का उल्लंघन न हो (वहाँ ऐसी व्यवस्था करनी चाहिए)॥17॥ |
