यस्तु रञ्जयते राजा पौरजानपदान् गुणै:।
न तस्य भ्रमते राज्यं स्वयं धर्मानुपालनात्॥ १०७॥ |

| जो राजा अपने गुणों से अपने नगर और जनपद की प्रजा को प्रसन्न रखता है, उसका राज्य कभी अस्थिर नहीं होता, क्योंकि वह स्वयं निरन्तर धर्म का पालन करता रहता है ॥107॥ |
