सर्वत: सत्कृत: सद्भिर्भूतिप्रवरकारणै:।
हृदयेनाभ्यनुज्ञातो यो धर्मस्तं व्यवस्यति॥ १९॥ |

| राजा को उस धर्म का पालन करना चाहिए जो समृद्धि प्राप्ति का मुख्य कारण है तथा जिसका ऐसे महापुरुष सब प्रकार से आदर करते हैं तथा जो हृदय से स्वीकृत है ॥19॥ |
