| पाण्डुनन्दन! धार्मिक लोगों में से जो समस्त विषयों का विशेष ज्ञाता हो, उसे मंत्री नियुक्त करना चाहिए तथा उसकी सुरक्षा का विशेष प्रबन्ध करना चाहिए। कुलीन एवं विश्वसनीय राजा ही राजाओं को वश में करने में समर्थ होता है। |
