स्वजातिगुणसम्पन्ना: स्वेषु कर्मसु संस्थिता:।
प्रकर्तव्या ह्यमात्यास्तु नास्थाने प्रक्रिया क्षमा॥ ३॥
अनुवाद
जो अपनी जाति के गुणों से संपन्न हैं और अपनी जाति के अनुरूप कार्यों में लगे हुए हैं, उन्हें मंत्री बनाना चाहिए; परंतु किसी को उसकी योग्यता से परे कार्य पर नियुक्त करना उचित नहीं है ॥3॥
Those who are blessed with the qualities of their caste and are engaged in the duties befitting their caste should be made ministers; but it is not proper to appoint anyone to a task beyond his qualifications. ॥ 3॥
