| जो लोग शत्रु की सेना को खंडित कर दें तथा उनकी बिखरी हुई सेना को संगठित करने और दृढ़तापूर्वक स्थापित करने की शक्ति रखते हों, राजा को चाहिए कि उन्हें अपने समान खाने-पीने की सुविधा देकर सम्मानित करें तथा उन्हें दुगुना वेतन दें। |
