उसे चाहिए कि वह अपने गुप्तचरों को बाग-बगीचों, पिकनिक स्थलों, मन्दिरों, मदिरालयों, गलियों, तीर्थस्थानों, चौराहों, कुओं, पर्वतों, वनों, नदियों तथा जहाँ भीड़-भाड़ हो, वहाँ-वहाँ भेजे ॥64-65॥
He should send his spies to all the places like gardens, picnic spots, temples, drinking places, alleys or streets, all places of pilgrimage, crossroads, wells, mountains, forests, rivers and places where crowds of people gather. ॥ 64-65॥
