राजा को चाहिए कि वह शत्रु की गतिविधियों को जानने में सदैव तत्पर रहे। अपने राज्य के सभी अंगों को गुप्त रखे। हे राजन! अपने शत्रुओं की दुर्बलताओं पर सदैव दृष्टि रखे और उनसे सदैव सावधान रहे॥18॥
‘The king should always concentrate on knowing the movements of the enemy. Keep all the parts of his kingdom secret. O king! Always keep an eye on the weaknesses of your enemies and always be alert (cautious) of them.॥ 18॥
